have 1998 1500 suzuki intruder LC. Often times but not all the time the engine will not turn over well when hot.When riding even with new battery it often times turns over sluggish. Would this be a starter problem or a starter clutch problem.

I am putting my 86 Honda Shadow VT1100c away for the winter. When I turnbr /the screws to drain the gas out of the carb, should I leave it openbr /once all the gas is drained or tighten the screws back down once thebr /gas is drained and leave it that way all winter?
